Open Enrollment Exceptions Handling Process

The Open Enrollment portal in UCRAYS closed at 5 p.m. on Friday, November 21, 2025.

The UC Retirement Administration Service Center (RASC) is the recipient of any emeriti and retirees’ requests for exceptions. Exception requests must explain the extenuating circumstances that prevented timely completion of Open Enrollment and should be faxed to 1-800-792-5178 or postal mailed to:

Appeals

If exception requests are denied by RASC, emeriti and retirees may submit an appeal using the procedures outlined on UCnet at:https://ucnet.universityofcalifornia.edu/for-hr-administrators/health-welfare-benefits/group-insurance-appeals-process/.

Note that policy exceptions are approved rarely and only in cases of UC error or extreme extenuating circumstances beyond the individual’s control.

Open Enrollment Has Now Closed

The 2026 Open enrollment periods was October 30 – November 21 2025.

What's Changing for 2026

  • Non-Medicare HealthSavings+ is a new, lower-premium medical plan replacing the CORE and UC Health Savings plans.
  • Premium Adjustments: Medical plan premiums are being rebalanced to be more equitable, which may lead to higher costs for some plans like Kaiser Permanente HMO.
  • New Plan Administrator: Blue Shield of California is taking over as the plan administrator for the Non-Medicare HealthSavings+ and UC Care.
  • Expanded Dental Coverage: The Delta Dental PPO plan will now offer increased reimbursement for some out-of-network services.
  • Prescription & Service Updates: Access to weight loss medications will be more limited, while coverage for infertility services will expand for Kaiser Permanente and UC Blue & Gold HMO members.

How to Get Started

  • Review Your Options: Use resources like the Open Enrollment website  and ALEX your virtual benefits counselor to compare plans and personalized costs.

  • Check Your Mail: Keep an eye out for your Open Enrollment packet from UC and emails from UCRAYS for detailed information.

  • Take Action: Log in to UCRAYS between 8 a.m. on Thursday, October 30, and 5 p.m. on Friday, November 21, to enroll or make changes to your benefits.

 

2026 Open Enrollment Medical Plans 

 

Medical Plans for Medicare Retirees
Kaiser Permanente Senior Advantage

Kaiser Permanente Medicare Advantage HMO (California Plan) is a Medicare Advantage plan, which means that it generally replaces your Medicare coverage. You agree to let Kaiser manage your Medicare benefits.

UC High Option Supplement to Medicare

The UC High Option Supplement to Medicare plan is administered by Anthem Blue Cross (medical) and Navitus (pharmacy)

  • UC High Option is a Medicare supplement plan, covering costs Medicare does not cover.
UC Medicare Choice

The UC Medicare Choice is a Medicare Advantage PPO plan (also known as Part C) that generally replaces your Medicare coverage and includes Medicare Parts A, B and D. It also offers some extra benefits that Original Medicare does not cover.

  • When you enroll in this plan, you agree to let UnitedHealthcare manage your Medicare benefits
UC Medicare PPO

Administered by Anthem Blue Cross (medical) and Navitus (pharmacy) UC Medicare PPO medical plan is a complement to your existing Medicare coverage; you must receive services from Medicare providers.

UC Medicare PPO Without Prescription Drugs

Administered by Anthem Blue Cross (medical) the UC Medicare PPO Without Prescription Drugs plan is a complement to your existing Medicare coverage; you must receive services from Medicare providers.

  • It is offered to those who have Medicare-coordinated medical insurance through UC and Part D prescription drug coverage through a non-UC plan (another group health plan, former employer or individual Part D plan)
Medicare Coordinator Program

Administered by Via Benefits, the Medicare Coordinator Program (MCP) is  sponsors by UC for Medicare-eligible retirees and families who live in a state outside of California.

  • New for 2026: Next year, UC will contribute more to your Health Reimbursement Arrangement (HRA) to help you with health care costs — up to $4,000 for yourself or up to a maximum of $8,000 for you and your spouse/domestic partner. Current members will receive notification letters about the increase in early October 2025.
Medical Plans for Non-Medicare Retirees
Kaiser Permanente HMO

Kaiser Permanente HMO  for Retirees (California Plan)  is an HMO (health maintenance organization) with a closed network of providers.

Health Savings+ PPO

Administered by Blue Shield of California (medical) and Navitus (pharmacy); supported by Accolade Health Care Advocate, HealthSavings+ is a new PPO plan for 2026 that is compatible with a tax-advantaged Health Savings Account (HSA).

  • If you’re a CORE or UC Health Savings Plan member and do not choose another plan for 2026 during Open Enrollment, you and your currently enrolled family members will automatically be enrolled in HealthSavings+ if you’re eligible.
UC Blue & Gold for Retirees

Administered by Health Net, the UC Blue & Gold is an HMO (Health Maintenance Organization) with a custom network of providers created exclusively for UC. The Blue & Gold network includes all UC medical centers and medical groups, along with coverage in 30 California counties.

  • If you’re a CORE or UC Health Savings Plan member and do not choose another plan for 2026 during Open Enrollment, you and your currently enrolled family members will automatically be enrolled in HealthSavings+ if you’re eligible.
UC Care for Retirees

For 2026, UC Care for Retirees will be administered by Blue Shield of California (medical) and Navitus (pharmacy); supported by Accolade Health Care Advocate. 

  • UC Care is a PPO plan created just for UC to ensure the best possible access to world-class UC hospitals and physicians.
  • For convenience and flexibility, you also have access to the Anthem Preferred network of providers through 2025 and the Blue Shield network of providers beginning in 2026, and coverage for non-network providers..
